Clearwell Enhancement Request: Make 404 Privilege Error Page Customizable

Tomcat 404 error pages are not an ideal way to notify users that they do not have privileges in the case/area of Clearwell they’re attempting to access. This needs to be customizable so the user doesn’t easily confuse the notice with a defect. This capability would also give us an opportunity to redirect the user to additional instructions or an access workflow.
