There are white papers for moving most of the standard EV SQL databases to different servers, including the necessary manual modifications that are required inside the Directory database. However, there are no tools or white papers for use when wanting to move the FSAReporting database itself, leaving the Reporting Services wherever they may be.
The File Server Properties -> Reporting Data Collection tab lets you select the existing database or create a new, secondary database. We need a tool or procedure to be able to tell EV that the original database has been moved and to link that information into this tab.
Could this request be put on a development roadmap for the future?
